fix(build): setup.py in cache and requests update

Why:

 * cache was not invalidated when changing deps listed in setup.py
 * pip3 install complained about requests version incompability.

This change addreses the need by:

 * add setup.py to cache key calculation in circleci
 * bump requests to match other dependencies
