Commit Message

don't fail build if primary tag exists in registry
reverting work from OSBS-7167, because when pulp_sync, pulp_publish
or koji_import fails, build won't be imported in koji,
but primary tag will be already in registry, therefore preventing
the same build which doesn't even have koji build from building
