Make defectenhancementtask script apply autofix more often (#675)

* Autofix when sure enough about task/enhancement, even if not sure enough about which of the two

* Decrease confidence threshold to 90%, since the new model should be better

* Show all confidences

* Move nice_round function to auto_nag/utils.py and use it in all bugbug-based scripts

* Sorry, two blank lines needed
