Hybrid testing: Fix DOM dumping for serializer testing

* At the time we call PHPDOMPass to pass doms to PHP scripts,
  the attributes haven't been loaded yet. So, use outerHTML
  to dump the DOMs.

* Fixes serialization of newly inserted content. In html2wt mode, all
  HTML is treated as newly inserted content except if it already
  has a data-parsoid attribute.

* More parser tests pass as a result.
