feat(accordion): introduce useAccordion and AccordionContainer (#33)

An `Accordion` encapsulates both a list of section components along with the show/hide `onToggle` behavior coordination between the sections. The `expandable` and `collapsible` props are inspired by similar functionality we see in the [JS](https://www.w3.org/TR/wai-aria-practices/examples/accordion/js/accordion.js) for the WAI-ARIA [accordion example](https://www.w3.org/TR/wai-aria-practices/examples/accordion/accordion.html).
