kernel: allow multiple before/after GC callbacks

Split InitCollectFuncBags into two funcs, RegisterBeforeCollectFuncBags
and RegisterAfterCollectFuncBags. Also allow installing multiple
callbacks of each type, independently.

This allows decoupling some code in vars.c and gvars.c. It also is
useful for packages that interface to external systems such as
SingularInterface.

In the future, we might also want to provide a way to unregister these
callbacks, but right now I don't see a need, and I am reluctant to
implement an API without an actual use case with which one might verify
that it is sane.
