docs: first attempt at code documentation using Sphinx autodoc extension

* Use Sphinx automodule directive to pull information from docstrings.
* Many corrections made in docstring formats to get this to work.
* Needed Sphinx extensions to deal with Click and Celery decorators.
* Still need to add missing docstrings and add more explanations.
* Correct a typo in hepdata.utils.miscellanous (--> miscellaneous).
* Upgrade urllib3 version in requirements.txt as alerted by GitHub.
