Track intervention UUID in classification metadata for downstream clients (#5347)

* add store last intervention UUID action

ensure we can track the last intervention UUID to add to the next classification to track this intervention message receipt

* remove console.log

* do not clobber interventions

when creating a new classification leave any received intervention intact, allow the unmount cleanup to handle it.

* record the last interventionUUID 

if there was an intevention with a UUID we record this on the next classification in the metadata

* dispatch store UUI and clear intervention actions

ensure we store the UUID of any intervention if set before cleanup

* clear tracked intervention UUID

after storing in classificaton metadata for downstream clients

* directly access the object propery

avoid using `hasOwnProperty` to test if the object property exists

* fix spec spelling error

* Test the clearIntervention action creator
Mock the dispatch() function and test that the clearIntervention action creator remembers the UUID then clears the intervention.

* Add lastInterventionUUID to initial state
