Commit Message

Adjust tests and library to work for newer version of Django and Python:

* Now compiles and passes tests for Django > 1.8 && <=2.2 [fixes #14]
* Python 3.7 compatibility for the test suite
* Update travis so all supported version combinations are in the matrix
  build plan.
* Update to xenial on travis
* Package info, version, readme update
