caches: cleanup synchronization logic

* use ReadWriteLocks to improve throughput on read-only access to the cache
* make SULCache forkable depending on the forkability of the source-SUL
* fixed synchronization logic when accessing a SULCache from different threads
* added tests that check this behavior
