[INTERNAL] minimum requirement will be IntelliJ platform 2019.1

This is necessary due to used functions in GitHub plugin, which are
quite new. Nevertheless, keeping backwards compatibility currently
prevents removing calls to deprecated methods and requires already today
a higher maintenance effort of the source code.
