Do not LoadToRAM during Open (#811)

This PR moves the LoadToRAM and checksum validation only when LoadToRAM option is set. In other options, it is faster to just read the index directly from disk, instead of doing LoadToRAM.

Disabling loadToRAM() call lead to significant reduction in DB startup time. See https://github.com/dgraph-io/badger/pull/808#issue-277776266 for benchmarks.

In future, the table level checksum will be replaced with block level checksum along with block level caching.
