Commit Message

Change from H5Z_FLAG_OPTIONAL to H5Z_FLAG_MANDATORY in call to H5Pset_filter()
for LZ4, Bitshuffle, and JPEG.  It was already set to H5Z_FLAG_MANDATORY for Blosc.
If set to H5Z_FLAG_OPTIONAL then errors in the plugin are silently ignorred by
the HDF5 library, and it writes an uncompressed dataset.  That is not what we
want, we want to see an error trace when there is a problem.
