Update Ember and various dependencies (#109)

I made several attempts to move to newer versions of Ember, Ember
Data, and Ember Paper, and have finally gotten things working. I’m
unable to update Ember Data due to an obscure Mirage bug, but
at least everything else is working! I changed the way report-filling
works so I could stop using ember-buffered-proxy, which was causing
the tests to fail; normally I wouldn’t want to make such a change in
this kind of pull request, but things are annoyingly coupled.
