Optional country for IIDM substations (#712)

* The country is optional for IIDM substations
* add tests for getCountry() returning an empty optional
* country null if not defined (cim1 and cgmes converters)
* no country when undefined + empty string when country null with AMPL
* getSubstations() and LimitViolationFilter can filter only substations without country + the string representation of a null country is an empty string
