Full test coverage of MachineController

The test suite, when run against a spinn-5 board now achieves 100% code
coverage:

    py.test --spinnaker HOSTNAME 8 8 --spinn5 --cov rig

Additionally

* Incremental Skipped/Xfailed tests no longer result in later tests being
  xfailed. As a result, --no-boot now works correctly.
* The MachineController now loads struct data by default
* Fixed aplx_file test fixture (teardown never happened, file not closed after
  writing meaning sometimes the test fixture read an empty file).

Note: this commit would bring 100% test coverage to the whole project if not for
a hole in the keyspace tests.
