RouteWrapper: Add basename (path) to rendered "to" href (#606)

This update fixes the issue where the `RouteWrapper` component wasn't
properly generating the parsed `href` property for the WrappedComponent.

The solution involved adding a (tiny) implementation of `createLocation`
from the `history` library. This works together with `createHref` from
the `react-router` context to generate the desired `href`.

The `RouteWrapper` component was refactored to work more similarly to
`Link` from `react-router`.

It has also been converted from `.js` -> `.ts`.
