rfctr: relocate FrozenSlice to top of module

* Fix a couple warnings that perhaps only show up with a later version
  of numpy, but do on mine and make the tests noisy (on exporter too).

* Relocate FrozenSlice to the top of the module and normalize property
  ordering. The general principle is that FrozenSlice is the main
  (actually I think only) interface class in the module and interface
  classes go at the top (most important things first). Methods are
  ordered interface first, implementation (private) second (as they
  were). Within thos two sections, ordering alphabetically allows rapid
  navigation to a property, even when search is not convenient (like on
  GitHub web UI or whatever).
