DESIGN.md: API compat vs maintenance trade offs

This commit describes in the design document the trade-offs
between strict API compatibility with the existing APIs and having
to write more code to generate such strict API.

As discussed in #15 we are going to lean towards less strict API
compatibility and less maintenance burden.
