Experimental support for using lep/jassdoc as common.j/Blizzard.j replacement

The implementation should probably be improved.
This allows us to build the standard library PTR branch by adding jassdoc as a grill dependency:
- https://github.com/lep/jassdoc:patch-1.31

If this dependency if found, it will be preferred over the regular files in the root of the _build folder.
