Convert from git-hooks-go to pre-commit-go.

pre-commit-go is pure Go, while git-hooks-go was a bunch of python scripts.
pre-commit-go is significantly faster, especially on multi cores systems. For example it runs wi checks within 4 seconds
on a 32 cores system.

More importantly, it removes the need for git submodule, which has been a pain since go get doesn't use --recursive.
