Fixed corruption of QC json file when running parallel jobs (#2250)

* utils: Now using file locker with a temporary file

Fixes https://github.com/neuropoly/spinalcordtoolbox/issues/2248

* reports/qc: Switched to "dirty" locker with temp file

* sct_utils: Removed portalocker-based locking function

* sct_utils: Replaced dirty locking by "very" dirty one

* utils: Remove open_with_exclusive_lock()

Because it doesn't work :-(

* reports/qc: Instead of appending to a single json file, use one per instance

* sct_utils: Removed portalocker import

* requirements.txt: Removed portalocker
