Drop support for Ruby 2.3 and older

Ruby 2.3 reached EOL on March 31, 2019:
https://www.ruby-lang.org/en/news/2019/03/31/support-of-ruby-2-3-has-ended/

While here, update the TravisCI build matrix to include all Ruby
versions we currently support, and update the RuboCop configuration to
the new base Ruby version we're targeting.
