Don't remove empty <figure>

Empty <figure> is a perfectly valid element, according to the spec.

Content model:
- either one figcaption element followed by flow content,
- or flow content followed by one figcaption element,
- or flow content.

Text belongs to flow content. And in the context of content models it means
either nothing, or Text nodes.
