Add tlitest module for tlog play tests

New pytest module test_tlog_play.py provides test cases for tlog-play
command.  This includes two test classes covering basic usage and
playback control usage.

This includes a patch to misc.py to set tty speed for mkrecording to
slow down input and prevent overrun and failures occassionally seen in
play tests.

Also to account for journal usage by non-root users, tlitest-setup now
has to add tlitestlocaluser1 to systemd-journal group.
