Stacks should be the main entity users interact with (#123)

* Make stacks the main entity

Not updating currently existing stacks when the stackTemplate is updated.
Also recording the "observedStack" so the latest stack can be deleted without
and issue

* Dropping failing test because it's no longer valid

* No longer treating the latest stack differently

Letting the latest stack downscale because it's the "observed" version
that matters

* Verifying observedStackVersion gets updated

While testing stack updates, also looking at observedStackVersion to
make sure it gets updated as well.

* Verifying that the last stack is also cleaned up

Verifying that the last stack isn't treated especially anymore and
cleaned up if it's not getting traffic

* Adding a doc TODO

* Keeping the HPAs for stacks without traffic

Since the HPA for the latest stack isn't kept especially now.
Keeping the HPAs for even the stacks without traffic so that the
HPA Spec gets verified during deployment.
