chore(i18n) Move to msgcheck from pytest-translations (#17)

pytest-translations hasn't been working and a message from the maintainers
said that they no longer even use it - they use msgcheck instead.

So, convert to using msgcheck.
Do spell checks - but don't let them fail build since there are a bunch of errors.
