20190425 Issue #11 Code Optimization.
                   Unit Test Optimization.
                   Add BlankProps() function.
                   Bug Fix.

UILang now sets most TD items to default placholder text in the absence of
legacy or new TD.  Previously, it defaulted to setting Items from legacy
format TD, which if unavailabel would result in errors.

    File(s): includes/base_lang.inc.php
      Class: UILang
             Fix bug where Lang was set incorrectly.
Function(s): BlankProps()
             Notify about & Init unset/NULL TD Items.
       Code: Optimization in several UILang functions.
             Unit Test Optimization.
