CI/CD pipeline with redis queue for processing (#2)

* create module for bucket_monitor, and refactor script to import it.

* refactoring for string consistency, memory usage, and better naming

* get prefix as env var and pass to scan_bucket

* redis_keys is a string, not a set.  bad O(n) lookup time.

* add tests for 97% coverage

* add travis.yml for CI/CD pipeline

* add queue to the init parameters for BucketMonitor

* lpush the redis key once all its values are set.

* set minimum line length to default 79 and coverage limit to 80%

* using pytz to add UTC timezone to all datetimes

* use `python:3.6-alpine` as base image
