Get new keys to work on from a Redis queue (#34)

* add QUEUE to settings, and pass as a kwarg to Consumers

* log full traceback when hitting critical error

* use get_redis_hash as function to POP hash off of queue.  then check if is_valid

* move Redis wrapper into its own class, remove consumer redis functions.

* add update_status as a shortcut for changing status and final

* add pytz as a requirement

* re-order consumer parameters and set processing_queue to be `processing-$QUEUE`

* use update_status where reasonable and fully test it

* refactor `last_updated` to `updated_at`

* update timestamp to isoformat 8601 standard

* filehandler is always in DEBUG mode

* standardizing timestamp formatting with a helper function

* add `finished_at` as a timestamp when key was completed

* update storage tests for 99% coverage
