Implement namespaces for Scilla (#526)

* Add parser support for namespaces

* Rename with namespace prefix when imported as

* Remove DOT lexical token and use existing PERIOD

* Fix bug and add tests

* Add two tests: both should succeed, but TestLibNS2 fails

* remove copy-paste error

* Make a copy of TestLibNS1 into lib/ for use by TestLibNS2

* Rename library entries with fully qualified namespaces

* new test: importing the same library into different namespaces is fine

* new test: importing two disjoint libraries into the same namespace is fine

* new test: importing a library into same namespace twice is a name conflict

* Update outdated comments

* Add diamond test case for qualified imports
