* fix list status filter bug

Job List Status filter should list all the status  https://github.com/Microsoft/pai/issues/2535

* fix bug #2535 and #2565

1. retrieve the filter choices (users / VCs) from rest-server directly.
2. fix #2565 and add vc name verification.

* fix lint failure

* restore original lint setting

* update code

* fix an indentation

* hard code statuses

* fix user test error

* update implementation logic
