bump version to 0.2.0

Summary:
Big changes since 0.1.3:
- Added support for recursive peru! Modules that have their own
`peru.yaml` will include their own imports. You can also directly
import modules defined by other modules.
- Removed support for the `build` field. It was a portability issue and
also (with recursive peru) a security concern. Added several new rule
  fields to compensate a bit: `move`, `copy`, and `executable`.
- Deprecated `files` and renamed it to `pick`, to make the meaning
  clearer.
- Added support in the `curl` plugin for executable files in zip
  archives.

Test Plan: Made sure `test.py` passes on Windows and Linux.
