<a href="https://github.com/wikimedia/parsoid/commit/14b684a73">Sanitizer: make methods static and fix some bugs

* replace $noEndTagSet variable with const NO_END_TAG_SET
* replace $cssDecodeRE variable with const CSS_DECODE_RE
  and remove unnecessary function computeCSSDecodeRegexp()
* replace $microData variable with const MICRODATA
  and remove unnecessary function setMicroData()
* fix getAttrWhiteList() doesn&#39;t cache calculated values
* fix decodeEntity(): Undefined index in self::HTML_ENTITY_ALIASES[$name]
* fix removeMismatchedQuoteChar(): counting $matches
* make methods public:
  cleanUrl()
  decodeCharReferences()
* make methods private:
  sanitizeToken()
  escapeIdForExternalInterwiki()
* move non-static functions after all the static functions
