Refactor views to use a common conditional toolbar

Both the review and transcription views had some
common logic to hide the action buttons when they
couldn’t be used for some reason. This refactors
that into a common ConditionalToolbar class which
either displays an arbitrary array of elements or
a message explaining why those aren’t available.
