Provide a test APLX and tests.

**IMPORTANT** This testing uncovered a bug in the SDP implementation.
Basically the destination and source addresses are interpreted by SC&MP
as little-endian aligned shorts with x in bits [15:8] and y in bits
[7:0].  This is contrary to what was implemented and appears to be a bug
in a bit of ybug also (set debug >= 3 and watch the x and y addresses
flip).  This is now fixed.

**IMPORTANT** the Makefile currently only works if on the `makefile_fix`
branch of spinnaker_tools.

 - The test APLX writes the co-ordinates and core number into the user
   space in SDRAM, the test then reads these back for sanity checking.
   In some circumstances it may _currently_ be possible to pass this
   test when some things aren't working but it should be strengthened
   shortly when we poll for app status in load_aplx.
