Replaced embarrassing regex spec with proper solution

It was late and I couldn't come up with something better than regexing.
But actually it's easy with Nokogiri to compare HTML for equality.

Nokogiri is now explicitly declared as a development dependency, but it
was already an implicit runtime dependency before via actionpack.
