html2wt: Get rid of invalid / unnecessary isString checks

* We pass in ConstrainedText instances into emitChunk.
  Look in WikitextSerializer.js for example.

  Check was incorrectly added in 432e199c.

* The check in emitSep seems excessively defensive and in any case,
  we aren't acting on warnings seen in production since they are
  suppressed.
