make the curl plugin support file permissions in zip archives

Summary:
Zip doesn't officially support file attributes, but many zip
implementations do put that information in archive metadata. Pull that
information out of `ZipInfo.extended_attr`.

I haven't checked this with zip implementations that *don't* support
this feature. I should do that before I land this code, and maybe expand
the test cases.

Closes https://github.com/buildinspace/peru/issues/94.

Test Plan:
New tests. There's a fair bit of copy-pasted code between tar and zip,
so I might want to clean that up at some point.
