Signing Key Support (#70)

FIX #69 - Added support for account signing keys
FIX #68 - Added support for operator signing keys

- Fixed many staticcheck issues
- Fixed an issue where if interactive mode specified a key to sign the JWT, the value set by the user was ignored.
- Refactored common jwt.Claims values (tags, time params) into their own type (modified operator, account, user) to use it.

- Added "Signer Account" to description for user and activation tokens
- Added tests
