Update requirement for dependency `psycopg2==2.8` (#2712)

Starting from `psycopg2==2.8` the standard package will no longer
include the binary wheels. To install the binaries, one has to install
the package `psycopg2-binary` instead. Since `aiida-core` was using by
default the binaries before this change, we change the dependency to
explicitly install from the wheels. Even though for production it is
advised to build from source, the only problems that can occurr are due
to mismatch between internal libraries, but these are rare. Contrarily,
installing from source will have more system dependencies and induce
longer build times. Since we have not experienced problems with the
wheels until now, we stick with them for the time being.
