Commit Message

Use Parsoid\Config\Api\* and Parsoid\Config\MediaWiki\* for implementations.

Rename tests/ApiEnv/* to src/Config/Api/* and rename
src/Config/MediaWiki* to src/Config/MediaWiki/*.

Since the Api/* classes are now visible to phpcs and phan, add ext-curl
to require-dev to ensure we don't get errors on the CURLOPT_* constants.
