Merge branch 'recursive-annotated-tag' into 'master'

Recursively find commit for annotated tag.

Fixes https://dev.gitlab.org/gitlab/gitlabhq/issues/2033.

This takes !20 and applies it to all places where the commit for a ref (which could be tag) is looked up. This way we don't try to call `.tree` on a `Rugged::Tag::Annotation` when we were expecting a `Rugged::Commit`.
