Logic/commands: improve logic checks for `planner_add` (#161)

`planner_add` command does not automatically add co-requisites in when 
adding modules, and also does not check if the modules are offered in 
the semester before adding them into the degree plan.

Let's make `planner_add` support the above, and implement unit tests to 
ensure behaviour of the `planner_add` command is correct.
