Allow a CI system to control the pip version (#2733)

The normal build system of `aiida-core` is broken for `pip>=19` so
there is a restriction in `setup.py` but the auto-deploy job on Travis
has a version of pip we cannot control and does not have the same
problem. So the check in `setup.py` for the pip version is made
conditional on whether we are in a CI environment or not
