fix for using other serializing formats and converters.  (#1417)

* fix for using other serializing formats and converts. if used some serializers which are honoured by the dialogs and saved with the accessors they might not be read back if not same settings/converters are set. using f.i. Iso8601TimeSpanConverter this is not globally accessible. the change uses same global JsonConvert.DefaultSettings as the rest of the bot.

* Found some further settings needed to be overridden from the .DefaultSettings for this to work properly.

* Added an option to send wanted serializer to CosmosDbStorage contructor.

* Made sure the needed TypeNameHandling is set as needed.

* Updated some overrides and comments.

* corrected spelling

* New ctor. Updated comments.

* added null check and changed comments
