[vendor] Updated go-sqlite3 to latest version
* Updated vendored version of go-sqlite3
* Updated log tests to work with go 1.11+, change in Caller skip level.

[tests] Updated test layout to new style
* Updated tests from old layout style to new style.

[logging] Decreased Logging Level
* Moved logging of config from into to debug

[gpkg] SQL driver understands strings now
* Added the string type for tags.

[ci] Updated to Xenil and cleaned up Postgis
* [ci] Bumpped supported golang version to 1.12.x
