Extend logs in ServiceRuntime [ECR-3043]: (#817)

Log any exceptions in ServiceRuntime and its dependencies before
rethrowing them, as the client of the ServiceRuntime is native code
where it isn't trivial to log all the exception details (causes,
suppressed exceptions, etc.).
