Update cli (#13)

* update pytest deps
* modernize cli tests
* add azure pipeline config (pgtest not yet working)
*  + fix https://github.com/aiidateam/aiida-plugin-cutter/issues/51
   by autousing both aiida_profile and clear_database fixtures

Note: I verified that the `clear_database` fixture is *not* applied to
the individual functions of a `PluginTestCase` class (i.e. we are not
resetting the database twice).
