<a href="https://github.com/wikimedia/parsoid/commit/52941e042">Simplify addExtLinkClasses DOM pass + port it to PHP

* Remove logic to add the extlink classes in a particular spot
  to get us passing parser tests.

  Updated parser tests to reorder attributes to match what Parsoid
  is generating.

  Blacklist changes are for previously blacklisted tests.

* Ported the pass and tested it in hybrid mode which passes all tests
  except those tests that are known to fail either because of DOM
  roundtripping issues across the JS &lt;-&gt; PHP serialization boundary.
